Board of Directors

The Cachuma Conservation Release Board (CCRB) is a joint powers agency formed in January 1973 between the Carpinteria Valley Water District, Goleta Water District, the City of Santa Barbara, and Montecito Water District. CCRB was established to jointly represent the respective parties in protecting the Cachuma Project water rights and interests of the four South Coast Cachuma Project Member Units. CCRB's Board of Directors is made up of elected representatives from each of its Member Units. The current Directors are listed below:

  • Robert Lieberknecht, Director - Carpinteria Valley Water District

History

Since 1993, CCRB, together with the Santa Ynez River Water Conservation District, I. D. #1, has been conducting and funding fisheries studies in the lower Santa Ynez River. Because CCRB is  funded entirely by its Member Units, which ultimately are the local water rate payers, CCRB is actively seeking partnerships through national, state, and regional salmonid coalition groups and pursuing grant opportunities to help with the high cost of carrying out steelhead restoration and enhancement projects.


Meetings

The U.S. Bureau of Reclamation on behalf of the Cachuma Project Member Units holds the Cachuma Project water right permits, and CCRB is the agency responsible for actions and decisions relative to the terms and conditions of those permits for the South Coast Member Units. These  include all issues related to downstream releases of water from Cachuma Reservoir for the benefit and protection of steelhead/rainbow trout and their habitats.  CCRB has been participating in the current water rights hearings before the State Water Resources Control Board to establish Cachuma Project operating parameters, first with Phase I in November 2000, and with Phase II of the hearings scheduled for the spring of 2002.
